Hazardous voltage.

This label is on a box in my front yard. It's not much of a front yard, being in the main one of those little strips of land mowed by somebody I pay far too much money to as a part of my condominium arrangement. So this box and a more slender box of cable take up much of said yard. But I digress.

When faced with the task of illustrating damaging high voltage, someone felt that the depiction of an evil ball of electricity (an imp? evil spirit?) injuring a silhouetted victim would suffice.

Where does this shocking manifestation come from? What is its name or species? Does it know or consort with Pikachu?

Mysteries alas I know not how to solve.
